Xebec Small Business Prime for USN Training Systems Contract IV

‘Lean, Mean Training Machine’ for Efficiency and Agility

Pinnacle Solutions and CAE USA announced in early August that their contract joint venture, known as Xebec, has been selected as one of the small business prime contractors on the United States Navy (USN) Training Systems IV multiple award contract.

Xebec was established when the companies entered into a Mentor-Protégé Agreement under the Small Business Administration’s All Small Business Mentor-Protégé Programme. Xebec will pursue Department of Defense simulation and training programmes and facilitate opportunities to allow Pinnacle to grow its presence in new or adjunct markets, while providing growth benefits to small business. The name of the joint venture reveals an interesting thought process on the part of the partners, MONCh suspects. A xebec (also zebec or chebec) is a sailing vessel, primarily used for trading and in use throughout the Mediterranean and Levant in the sixteenth through nineteenth centuries. It was known primarily for being small, fast and efficient – characteristics that translate to a lean, mean, training machine, perhaps?

The USN Training Systems IV indefinite delivery/indefinite quantity (ID/IQ) contract vehicle enables the Navy to procure a range of training systems and services under this contract through 2027.  Xebec was one of 10 small businesses selected as a prime contractor, along with 13 large businesses.  CAE USA was also selected as a large business prime contractor under the same contract.
