Next Generation Squad Weapons Makes Progress

Five companies awarded contracts to develop prototypes

The NGSW PPON will award up to three prototype “Other Transaction Agreements” (OTA) with each company developing two weapon variants under the NGSW programme and 6.8mm ammunition common to both weapons. The weapons include the NGSW-Rifle (NGSW-R) and the NGSW-Automatic Rifle (NGSW-AR).

NGSW-R is the planned replacement for the M4/M4A1 carbine and the NGSW-AR is the planned replacement for the M249 Squad Automatic Weapon (SAW) in the Automatic Rifleman Role in the Close Combat Force.

Deliverables for each prototype OTA include 53 NGSW-R weapons, 43 NGSW-AR weapons, 845,000 rounds of ammunition, spare parts, test barrels, tools/gauges/accessories, engineering support, and iterative prototyping efforts. Each prototype OTA will undergo two prototype test events including Soldier Touch Points. The duration for each prototype OTA is estimated to be up to eight years. The first 27 months will be for prototyping the NGSW-R, NGSW-AR, and ammunition.

Following this prototyping effort, there may be additional iterative prototyping efforts for the NGSW-R, NGSW-AR and ammunition. These iterative prototyping efforts will each have separate durations and will occur within the eight year duration.

The follow-on production award(s) is planned to be an Indefinite Delivery / Indefinite Quantity Federal Acquisition Regulation (FAR) based contract with Firm Fixed Price Delivery Orders up to ten years or a fixed amount OTA up to ten years. The production award(s) may include 250,000 total weapons system(s) (NGSW-R, NGSW-AR, or both), 150,000,000 rounds of ammunition, spare parts, tools/gauges/accessories, and engineering support. The value of this follow-on production award(s) is estimated to be $10 million in the first year and estimated $150 million per year at the higher production rates.

The companies currently involved in the NGSAR PON include: Textron Systems (Textron’s entry), FN America, General Dynamics Ordnance and Tactical Systems (GD-OTS) together with True VelocityPCP Tactical, and SIG Sauer Inc. (SIG Sauer’s entry).

Written proposals are due on 24 April 2019 at 11:00AM EST and bid samples are due on 30 May 2019.

FN America announced on 16 July 2018 that it was awarded contracts to produce two prototypes under PON 1 for the NGSAR programme. The company can confirm earlier speculation that one of the submissions is a lightweight machine gun and the other is the FN HAMR, a heat adaptive modular rifle. To deliver against the two awarded contracts, FN has partnered with industry-leading organisations such as Federal Cartridge Company (FCC) to utilise emerging technologies to enhance lethality of FN’s NGSAR contenders and offer a complete systems solution.

The prototype that Textron Systems develops is based upon its 14 years of work on case-telescoped weapons research. Based on program requirements, the prototype will weigh less than 12lbs pounds, including sling, bipod and suppressor, with ammunition weighing 20% less than an equal brass case. Textron Systems’ prototype will be an intermediate calibre, high-velocity, magazine-fed system. The weapon must have a sustained rate of fire of 60 rounds per minute for 15 minutes without requiring a barrel change.
