LAAD 2019: FMV Test & Evaluation (FMV T&E) in the Spotlight

Interview with Jonas Linde, Director Marketing & Sales, Swedish Defence Materiel Administration (FMV)

 

In an interview with Jonas Linde, Director Marketing & Sales, at the Swedish Defence Materiel Administration (FMV), MONCh is informed about what FMV T&E can offer the Brazilian and broader Latin American defence industry. FMV T&E is the Test and Evaluation division of the FMV and responsible for T&E of all equipment, systems and platforms procured to the Swedish Armed Forces. At LAAD 2019, FMV is exhibiting at K.25, in the Swedish Pavilion.

MONCh: Why is FMV Test & Evaluation (FMV T&E) at LAAD for the first time? 

Jonas Linde (J. Linde): FMV T&E, as a part of the Swedish Defence Materiel Administration, has the responsibility to perform Verification & Validation and Test & Evaluation of all equipment, from socks to fighter aircrafts, procured to the Swedish Armed Forces. This means that we have built up a vast infrastructure and over the decades gained in-deep expertise of T&E in the Air-, Land- and Naval domains. To support our efforts we have a number of test engineering offices and test ranges in Sweden.

FMV T&E main customer is of course the Swedish Armed Forces, but we are open for collaboration with defence forces and defence industry from friendly nations. This means that we can offer our expertise and infrastructure to state and corporate actors outside Sweden. The normal home market is for logistical reasons Europe since one of our most common service for foreign customers is to host T&E projects at our test ranges. However, we do see a market in nations that have or are to procure advanced systems and/or platforms from Swedish defence industry or from other European suppliers where we can support with on-site quality assurance services. Another line of business is to support out of Europe defence industry actors with customer demonstration opportunities for their European customers at our ranges.

MONCh: How can FMV T&E support Brazilian defence agencies and defence industry?

J. Linde: I would say that our aim is to perform services that are mutual beneficial for Brazil and Sweden. FMV T&E, as a Swedish government agency, is of course interested in building business relations that support both the interest of Sweden, as well as the interest of nations that procure major defence systems from Sweden, for example fighter aircrafts, naval vessels or other weapon systems. Such major procurements, even on a business-to-government basis, mean that Sweden and the procuring nation during the decades to come will be linked together, via the defence contractor as well as on the governmental level as operators of the same systems. We think it is mutually beneficial to add a formal government-to-government link to such cases and FMV T&E can for example offer on-site verification of defence systems procured from Swedish contractors. In such cases, we can perform the same type of activates for the export customer that we are performing for the Swedish Armed Forces.

MONCh: What is the expertise FMV T&E can offer the Brazilian and broader Latin American defence industry?

J. Linde: From a defence industry perspective the main services would be to offer opportunities for live demonstrations where Brazilian and Latin American defence industry can stage demonstration events for potential European customers. For example, offer potential customers to oversee live firing with aircrafts, warships or ground-based weapons such as GBAD and artillery systems. FMV T&E has done such for US based firms with good success in the past.

Another possibility is to offer cold climate trials with aircrafts or other platforms.

In the naval domain we can offer a subsurface/underwater explosion trials of ship and submarine hull components and of complete ships. This facility is mobile and we can therefore relocate to South America if necessary. I think this could be a very good opportunity for different South America-based shipyards to test their designs and develop their products.

MONCh: How can Brazil benefit from FMV T&E recent capability development in the naval domain?

J. Linde: I would say that there are a couple of main scenarios. One is that we can offer quality assurance services for naval weapon and platforms procured from Swedish or Europe based suppliers where we could, on government-to-government basis, assist Brazil to secure that their taxpayers will receive what they are expecting. This could include everything from first article inspections to harbour and sea trials including requirement management and monitoring of remarks, remedial- and corrective actions and other V&V activities. Such package could also incorporate competence and knowledge transfer if requested.

In this context I would also like to mention the earlier discussed mobile subsurface/underwater explosion capability, that could be a great possibility for the Brazilian navy to perform ship (surface or submarine) level first of class or other full-scale shock trials.

A more remote but fascinating opportunity is that Brazilian navy units on visit to Europe could use our Four Dimension Symmetric Battlefield for demanding training and exercises. The Four Dimension Symmetric Battlefield has been in development for a couple of years but the first iteration will soon see action.
Or maybe we jointly will come up with something totally different.

MONCh: Brazil and Sweden are or will at least be operators of the same fighter system, how are the opportunities for collaboration in this area?

J. Linde: FMV T&E as well as the Swedish Air Force are eager to support Brazil, and any other potential user of JAS 39, with collaboration and support to facilitate a smooth and trouble free introduction to service as possible. In this area, FMV T&E can offer different V&V services and potential experience and knowledge transfer based on our vast experience from JAS 39.

MONCh: Who are the potential partners for Vidsel Test Range in this very “localised” market?

J. Linde: As a governmental agency, FMV T&E does not engage in industrial type of partnerships, joint ventures and alike. However, we are very keen to form longstanding partnerships with Brazilian government actors and to forge commercial links with Brazilian defence industries and work together for the years to come.
